CLiC was created on August 1, 2004 to fill the void left in Colorado statewide library services caused by the closure of seven regional library system offices in late 2003. That regional library system shutdown was the result of a line-item veto by the governor of the time as he left office. His budget cut slashed millions in state funding for libraries and created wide-ranging impacts, particularly felt by rural and small libraries with limited budgets.
The seven regional systems had been created in May 1976 to serve each region of the state with localized library support services. As the "replacement" CLiC is a regional library service system (of one), but with a statewide scope. CLiC is recognized as such in state statute, and guided appropriately through laws & regulations.
